The relevant person in charge of the Solid Waste and Chemicals Department of the Ministry of Ecology and Environment introduced that carrying out pilot work is conducive to promoting the convenience of cross provincial transfer of hazardous waste, effectively reducing the burden on enterprises, promoting the improvement of environmental management level and technological progress of waste lead battery utilization enterprises (hereinafter referred to as "recycled lead enterprises"), and also accumulating replicable and promotable experience for exploring and promoting simplified approval for cross provincial transfer and utilization of hazardous waste.
The transfer of hazardous waste is a necessary step in its utilization and disposal. The person in charge introduced that in recent years, the management system for hazardous waste transfer has been continuously improved, but there are still situations in some regions where the approval cycle for cross provincial transfer of hazardous waste is long. The Ministry of Ecology and Environment has chosen waste lead-acid batteries with high demand, high utilization value, low environmental risk, and good work foundation for cross provincial transfer as a breakthrough point, and has taken the lead in conducting pilot work to optimize cross provincial transfer management nationwide.
The reporter learned that with the large-scale application of lead-acid batteries in the fields of automobiles, electric bicycles, and energy storage, China's lead-acid batteries and recycled lead industry are developing rapidly. At present, only some provinces have the ability to utilize waste lead-acid batteries. Provinces without or with insufficient utilization capacity need to transfer waste lead-acid batteries across provinces to other provinces for utilization. According to statistics, waste lead-acid batteries are currently one of the largest types of hazardous waste transferred across provinces. At the same time, the collection and utilization system of waste lead-acid batteries is relatively complete, and the environmental risks transferred are generally controllable.
The list of pilot units will be dynamically managed. Previously, recycled lead enterprises that did not meet the basic conditions can apply to the ecological and environmental department of their respective provinces to add to the list of pilot units after meeting the basic conditions. An exit mechanism will also be established for pilot units.
